High-tech industries of the Russian economy: scope and resources of development

The development of high-tech industries is becoming a determining factor in the growth of the global economy. The United States, Germany, Switzerland, and Japan can be mentioned as the leaders as per their total expenses on research and development. Russia significantly lags behind in the field of high technology. Therefore, the task of assessing the resource potential of the development of high-tech and knowledge-intensive industries is relevant for the Russian economy. In the article, the factors of development of high-tech industries are identified through using econometric methods. On the basis of the Cobb-Douglas production function, the interrelation of the following indicators was investigated: gross domestic product, investment in fixed capital, average annual number of employees of enterprises and organizations, internal current expenditures on research and development, number of personnel engaged in research and development, post-graduate and doctoral studies, the proportion of innovative products, works, services in the total volume of goods shipped, work performed, services rendered. According to the results of econometric modeling, conclusions are drawn on the quality of the use of resources for the development of high-tech industries, and also the structure of expenditures on research and development is characterized. It is shown that the approach based on the priority of the manufacturer’s demand for science does not stimulate the development of scientific potential and the creation of "breakthrough" technologies in Russia, but even complicates the development of high-tech industries, worsening the quality characteristics of labor resources.
