Higher school of the Soviet Far East at the stage of "branch" reform (1930): ideas and conclusions

The article analyzes the Soviet experience of institutional transformation of higher education (mergers, reductions of higher education institutions), carried out on the territory of the far Eastern region in the 1930s. Both successes and problems arising from the hasty implementation and material insecurity of the reforms are highlighted. The author comes to the conclusion that any reorganizations are processes with high risks, which must be carefully calculated, built strategically, worked out taking into account many parameters (regional, demographic, cultural, historical, etc.), supported by public investment.
