Modern agricultural production functions in conditions of internal and external challenges, risks and threats. This has a significant impact on the formation of agricultural personnel. Analysis of the current state of the agro-industrial complex indicates deterioration in quality and a reduction in the quantitative indicators of labor resources. The Russian agricultural producers lose in productivity of labor to the majority of workers in developed countries. The number of agricultural workers aged 50 and over has increased by almost a quarter over the past ten years. The number of employees in this industry has decreased by 20%. In this regard, the effective use of the social potential of the worker in agro-industrial complex becomes an important component of increasing the efficiency of agricultural enterprises. The competitiveness of agricultural workers will be determined by the effective application of available resources, as well as by reducing the impact of existing threats. The author singled out and analyzed in detail the current social challenges of the formation of cadres of high professional competency in agriculture. Social limitations are one of the aspects of the existence of social and labor relations. The author's interpretation of the definition of “social limitations of the formation of agricultural personnel” is formulated in the process of research. The complex of social limitations in the world of work is analyzed. The practical importance of the study is determined by the preparation of information necessary for the development of professional development programs and analysis of the results of their implementation.
