Interaction of municipalities in conditions of agglomeration development

The article examines the processes of socio-economic development of agglomerations. It was established that the applied methodological approaches to the study of agglomerations do not take into account modern directions characterizing agglomeration processes and their development. It was revealed that the effective development of agglomerations depends on the construction of a system that allows combining the interests of the population representing local self-government bodies, business present in their territories, and public organizations. Important in this process is the establishment of interaction between municipalities - participants in the agglomeration. It is proposed, as tools that will ensure the interaction of municipalities in the agglomeration, to use the implementation of joint projects through partnership and the creation of a Coordination Council regulating its activities with an advisory status. The proposed method of calculating the agglomeration effect is a significant argument of the expediency of creating and developing agglomerations, which serve as an effective tool that forms a regional economic policy. It was concluded that the management of agglomeration should be focused on the use of modern mechanisms that ensure the interaction of municipalities forming agglomeration.
