Cooperation between public authorities and private investors in the development of the Russian Federation transport infrastructure

The author argues in the article that in the current geopolitical situation it is particularly important to increase the transport independence of our country. The high level of seaport infrastructure development helps to achieve such independence by allowing access to neutral waters. However, seaport infrastructure is a costly property complex, the functioning of which is largely determined by the degree of development of the internal transport infrastructure necessary to support cargo logistics. The results of the study lead to the conclusion that it is important for project initiators to be able to bring inseparable transport infrastructure facilities - seaport and railway infrastructure - “under one umbrella”. In this context, the prospects for such a consolidation within a single concession agreement, through which complex projects in this area can be effectively implemented, are analyzed.
