Interaction between executive authorities and the population in internet space: contradictions and prospects (a case of Volgograd)

The paper presents the results of a questionnaire survey of the population (n = 500) and a survey of experts (N = 50) conducted in order to analyze the problems and prospects of management policy in the field of interaction between executive authorities and the population of the city of Volgograd in Internet space. According to the data acquired, the management policy is evaluated as insufficiently effective due to the lack of a developed and approved action plan, as well as deficiencies in regulating the process of interaction between the city authorities and the citizens in Internet space. The main problems are low use and a small set of forms of electronic interaction, as well as insufficient awareness of the residents of the city even about the available forms, which occurs due to the lack of proper attention of the authorities to the components of Internet space as a mechanism for civic participation. It will be possible not only to ensure the effectiveness of managerial practices in the field of interaction of executive authorities and the population in Internet space, but also to lay the groundwork for boosting the effectiveness of municipal management during the development of a municipal program aimed at organization, legal regulation and phased planning of this direction of management policy.
