Interaction with regional authorities on the example of the Kemerovo region: problems and technologies

The article is devoted to the problems of interaction with regional authorities on the example of the Kemerovo Region. The problems of legal regulation of the interaction of regional legislative (representative) as well as executive bodies of state power with the institutions of civil society and business, the basic technologies of lobbyism, their correspondence to the realities of the Russian regions are considered. The practice of the governor's control over the arrangement of the main regional political and economic players that has developed in Kuzbass presupposes non-legal principles for regulating lobbying relations. The authors in their analysis of the problems of regional political lobbyism rely on neo-institutional methodology. Therefore, the article considers primarily the informal aspects of the functioning of this institution, which are associated with the relations between the network nodes of the regional authorities, which form various kinds of network interactions.
