In the article presented to the readers, the author argues that in a country with an abundance of laws, it has not been possible to establish a stable rule of law for a long time. The three branches of government do not balance each other due to the imbalance of powers. The author exposes the «hot spots» of law enforcement in the field of criminal justice and shows possible ways, in his opinion, to eliminate the imperfections of laws. The author believes that law and law are not the same thing. Laws become legal (and therefore the observance of laws can be identified with legality) when the government realizes the simple truth that the law is the self-limitation of power, that the law is as binding on power in all its guises as it is for every citizen.
