Legislative support of advantage of goods, works, services that meet environmental requirements in the placement of orders: international and Russian experience

The presented article examines the experience of formalizing the requirements for the efficiency and environmental friendliness of goods purchased for state and municipal needs in some OECD countries, in the EU member states: Austria, Denmark, Finland, Germany, Holland, Sweden, in the Great Britain and Switzerland, in the Republic of Korea, China and Japan. Using the example of these countries, the author focuses on the fact that Russia, other countries - immigrants from the USSR, and, in particular, South Ossetia, need to take additional measures aimed at forming a market for ecological products, including regulatory and methodological and practical support advantages for goods, works, services that meet environmental requirements when placing orders for state and municipal needs. In the article, the author paid more attention to: the ecosystem of public-private partnership and improving the quality of goods, works and services in the process of state and municipal procurement; global and Russian tendencies in government, in particular, green procurement; Russian market potential for ecological products; the sign of compliance of goods, works and services with environmental requirements; advantages in the process of public procurement of goods, works and services that meet the above requirements.
