The punitive potential of punishment should be reflected even in the legislative formulation of the norm governing its certain type. This eliminates the ambiguity of the interpretation of the articles of the criminal law and, as a result, ensures their accurate and fair application, as well as the preventive effect of the punishment itself. The approach to understanding the fine throughout the centuries has ceased to meet the dynamic requirements of the time, and therefore it becomes necessary to find out what features should be laid in its foundation today.
