Legislative regulation of lobbying in the United States and its development challenges in Russia

The study deals with the problem, purpose and functions of lobbying in the modern civil society. The development challenges of the institution of lobbying in the Russian Federation are revealed. The research examines and presents the laws on lobbying applied abroad. In particular, the successful American practices in this regard are reviewed. Various forms and methods of lobbying in the United States are revealed as well. The study highlights the problematic aspects of the legislative regulation of lobbying in the Russian Federation. The research analyzes and identifies the positive aspects of the legal consolidation of the term ‘lobbying’ in the Russian law. The authors propose ways to integrate the best American achievements into the Russian society considering the specific features of the legal and economic structure of the Russian Federation. The positive aspects of the development of lobbying practices in Russia are determined.
