Public authorities of the subjects of the Russian Federation: constitutional amendments

Introduction: the article is devoted to the analysis of the organization of public law institutions in the regions of Russia, special attention is paid to the legal status of the highest official of the subject, some of the challenges in functioning and powers of the legislative and executive authorities of the subjects of the Russian Federation. Literature review: the article considers the works of authors who paid attention to the of public authority, the separation of powers, the interaction of federal and regional authorities. Materials and Methods: the regulatory framework for the study were certain provisions of the Constitution of the Russian Federation, Federal Act No. 414 of 21 December 2021 “On the General Principles of Organization of Public Power in the Subjects of the Russian Federation”, Federal Act No. 131 of 6 October 2003 “On the General Principles of Organization of Local Self-Government in the Russian Federation”, the Constitution of the Republic of Tatarstan, the Constitution of the Republic of Bashkortostan, the Constitution of the Republic Dagestan, Constitution of the Republic of Sakha (Yakutia). The theoretical and methodological basis for the study was the work of scientists - constitutional law specialists and municipal law specialists. The methodological basis for the study was a systematic approach, a general dialectical method of scientific knowledge, as well as comparative legal research methods. Results: the result of the study is to identify the features of legislative renewal in the field of organization of public authority at the level of the constituent entities of the Russian Federation, the rationale for changes related to the activities of the highest official of the subject. Discussion and Sonclusions: the author draws conclusions about qualitative changes in the organization and activities of state authorities of the constituent entities of the Russian Federation that are a part of a single system of public power, about the complexities and contradictions of the process of formation and functioning of individual state authorities of the regions on the example of the republics within Russia, formed according to the national principle and requiring a deep study of the historical and national traditions of these regions of the country.
