Legislative Framework for the Institutionalization of Local Referendums: а Historical and Legal Analysis

Based on an analysis of the main doctrinal concepts of municipal democracy, which are divided into political-legal, public-legal and formal-legal concepts, the article examines the evolution of legislative regulation of local referendums as one of its mandatory institutions at the federal level. The author not only systematizes the relevant legislative norms in their static and dynamic aspects, but also identifies the specific features of legislative regulation of local referendums at each historical stage of development of federal legislation, which allows for the identification of key priorities for the process of its institutionalization.
