Patterns of Political Risks in the System of Functioning of Government Bodies

The study examines the patterns of political risks in the system of functioning of public authorities, analyzes the conditions for the emergence of stable relationships. The patterns of detailing a set of simultaneously operating processes that collectively provoke the emergence of political risks are determined. It examines how uniform (or, on the contrary, different from each other) situations are associated with the emergence, intensification and manifestation of political risk. Certain stages are identified, which are subordinated to the dynamics of political risks. Their implementation means a transition from a situation where destructive consequences for the socio-polit-ical system are still possible to a situation where it is already receiving damage of a certain kind. Under these conditions, political risk acquires a dual character, combining the characteristics of an active destructive process and a source of threat. The purpose of the study is to determine the patterns of manifestation of political risks in the system of functioning of public authorities in modern society.
