Employment in significant sectors of economy from the point of view of opportunities of labor mobility

Intercompany labor mobility of workers is one of the forms of distribution of labor among economic sectors, with the help of which it is possible to improve the quality of labor resources. This is achievable in cases where workers are moving from the secondary to the primary labor market, where higher-quality labor is required and where better conditions have been created in comparison with the secondary labor market for advanced training. To this end, the possibilities for labor mobility of workers in the industry were studied by the criterion of a relatively high concentration of substituted jobs. To determine these industries in 2005-2016, designated as significant industries, the Girfendahl index was used, which made it possible to distinguish their composition and distribute it among the primary and secondary segments. It was established that this composition is quite stable, but in the dynamics the concentration of substituted jobs is increasing. The prevailing share of employed in the secondary segment of the labor market is also stable, which limits the possibilities of labor mobility of workers in the primary segment. At the same time, the share of people employed in the secondary labor market in the composition of the primary segment is noticeably lower than in the composition of all employees, which gives reason for some optimism.
