The origin of a foreign language education in the pre-revolutionary Russian province (on the example of Shadrinsk and Dalmatovo counties of Perm province)

From the actual positions of a modern foreign language education, which is characterized as multicultural, multilevel with a slant to the intercultural aspect of language acquisition, the author of the article examines the process of the origin of a foreign language education in the Russian province - Shadrinsk and Dalmatovo counties of Perm province. Researches in the field of a foreign language education are mostly focused on modern technologies in teaching foreign languages, due to this reason, the topics related to the study and preservation of the national historical and pedagogical heritage are quite rare. As far as the regional level is concerned, the researches focus primarily on the achievements of the central Russian regions, as the most fruitful in the experience of a foreign language education. The study of the Russian province, in our opinion, is no less relevant, since it allows us to identify not so much achievements as the determinants that stop development. From the indicated positions, the article examines the socio-economic and pedagogical conditions for the origin of a new academic subject "Foreign language" in the first educational institutions of the region, identifies and analyzes the reasons of its failure: lack of teachers and their low level of qualifications, underdevelopment of teaching methods, weak demand for languages in daily life and for continuing education, low motivation of students.
