Foreign methods for assessing the effectiveness of customs authorities in the context of institutional development of customs administration

The article discusses the mechanism used by the World Customs Organization to assess the performance of customs authorities in establishing a holistic system of indicators. The analysis of the main performance indicators presented in the WCO Strategic Plan suggests that improving the system of indicators and the methodology for assessing the efficiency and effectiveness of Customs is the most rational way to improve the efficiency of the Customs service at all levels of Customs administration. An interpretation of the substantive part of the WCO documents on issues of strategic development is given. A conclusion was made on the directions of modernization of customs administration institutions.
