Foreign and Russian experience of public-private partnership in the field of waste management of production and consumption

The study presents the features of the development of public private partnership systems in the field of waste management, in particular, the experience of foreign countries in terms of regulatory regulation, mechanisms for stimulating the population and industrial organizations to sorting processes, as well as the creation of financial mechanisms for subsidizing organizations in terms of encouraging the introduction of waste processing and sorting methods. The study examines in detail the experience of the USA, Germany, and Finland. All these countries are implementing public-private partnership mechanisms in the field of waste management, which allows them to develop their activities more systematically. Attracting private investment and public policy in this direction allows public authorities to better plan their activities and develop waste management infrastructure at the federal and regional levels. The Russian experience of creating a public private partnership scheme on the example of the Kotlas municipality is also considered.
