Foreign practice of building and development of regional cluster initiatives

During recent decades a revision of industrial policies principles which started to essentially differ from the models of centralized management having dominated before is being observed. The new approach is characterized with the growing role of the regional/local organizations in the building of strategies of territorial evolution, considerable orientation on the quality of the local competitive advantages and attention to the regional industrial systems. In the better part of the countries beginning with the 1990-s clusters became the motto of the evolutionary policy. The clusters more and more often are considered as an object of the new industrial policy called 'cluster policy' where raising of the competitability of the country or territory.
