The use and development of the human resources: foreign experience

The author has investigated various methods and features of personnel management used in Russia and abroad. The article presents a description of the main factors used in Japan for personnel management and improving labor motivation. The main distinctive features of the motivational management of human resources in the USA are revealed. The author suggests taking into account the main features of management in these countries. The article proved that human resources management can be carried out in various ways. Various ideas of motivational personnel management are presented. The main goals of material and moral incentives to work at the present stage and the problems of their implementation are revealed. The methodological foundations are based on the methods of studying system analysis, comparison and analogies. As a theoretical basis, the article uses the scientific works of domestic and foreign scientists on human resources management as a tool for business development. The sources of information were economic and other specialized literature, articles from periodicals. As a result of this study, various types of tasks facing enterprises to implement these techniques, detailed by specialists, are reasonably identified. The author concludes that in modern conditions, system modernization is necessary as a coordinated, evolutionary and consistent change in all aspects of human resource management.
