Зарубежный опыт муниципальной поддержки организаций профессионального спорта

Введение: использование государственных средств для прямого или косвенного субсидирования местных профессиональных спортивных клубов во многих европейских странах часто рассматривается как оправданное из-за позитивного воздействия профессиональных командных видов спорта на местный экономический рост как за счет поступление средств в местные бюджеты, так и благодаря положительной входящей муниципальной миграции. Цель: выявление и обоснование наличия и целесообразности финансовой поддержки профессиональных спортивных команд со стороны местных властей. Методы: исследование проведено на основе анализа общей спортивной политики нескольких западноевропейских стран и результатов оценки экономической эффективности муниципальных субсидий, выделяемых элитным спортивным клубам в европейских странах. Результаты: установлено, что говорить о наличии единой прямой положительной или отрицательной зависимости между активной финансовой поддержкой со стороны местных властей профессиональных спортивных команд и ростом экономики муниципалитетов не представляется возможным. На возникновение, направление и силу таких эффектов влияет множество дополнительных экономических и неэкономических факторов, включая структуру распределения расходов муниципальных бюджетов, исходный уровень развития спортивной инфраструктуры, инициативность населения, исходная структура занятости, пропаганда спорта и многое другое. Выводы: принимать решение о выделении муниципалитетами субсидий на поддержку элитных спортивных клубов и разрабатывать стратегию в их отношении необходимо с учетом не только экономических, но также социальных и политических факторов.
