The foreign experience of the state economic security (exemplified by the Canadian model of federalism)

The article deals with the relationship between the center and the regions as an important factor in ensuring the economic security of the Russian Federation. A good example is the special attention that is being paid today to the Far Eastern and northern regions of the country. The Canadian model of federalism is interesting from the point of view of studying foreign experience in relations between the federal center and regions. The main stages of the historical development of Canadian federalism are studied. Considerable attention is paid to the analysis of the mechanisms of the Canadian model of federalism at the present stage. The main directions of improving the economic security of the country are equalizing the level of budgetary security and supporting the northern territories. It is emphasized that the distinctive feature of Canadian federalism is the implementation and financing of large-scale targeted projects in the sphere of authority of the federal center and regional authorities. Particular attention is paid to the northern territories with the creation at the federal level of a national system for their support. It also highlights the role of the inter-budget transfer tool in support of the provinces and northern territories of the country. In conclusion, it is noted that the mechanism of relations between the federal center and the provinces of Canada is mutually beneficial, flexible and multi-vector, ensuring the economic security of the country.
