The problem of shortage of qualified personnel in the organization in each country is solved differently depending on the national characteristics of the state. The foreign experience of planning and forecasting staffing needs of an organization is considered on the example of Japan, the USA and a number of European countries. Russian experience in forecasting staffing needs is described. Proposals for the formation of personnel in the Russian reality are presented.
