Foreign experience in the development of import substitution strategies: conclusions for Russia

He article analyses foreign experience in the development of import substitution strategies in order to use them in the development and implementation of import substitution policies in Russia. It highlights the most successful results of the import substitution policy. The retrospective analysis was carried out. Moreover, the study identifies the industries with a high potential for import substitution in foreign countries and the Russian Federation. It has been substantiated that the policy of import substitution in the Russian Federation is a forced measure in connection with ensuring the economic security of Russia in conditions of difficult to predict political and economic turbulence. It is noted that the use of foreign experience in the Russian Federation through the development of an effective import substitution strategy will ensure competitive national balanced production. As a tool for improving the policy of import substitution in Russia, the research proposes to increase the degree of processing of agricultural products and develop the export potential of this segment.
