The article focuses the international experience of innovation activity encouragement of higher education institutions by innovation funds. It is analyzed the peculiarities of the funds' performance, which are promoting the innovation activity in a higher education and one is shown that the major factor of innovation activity economic encouragement in a higher education of the technologically advanced countries is a financing at their expense in various stages. The conclusion is a national policy in terms of innovation activity encouragement should be aimed at innovation funds activity harmonization and create additional opportunities of competitive finding research and innovation activity in higher education institutions, and it is their competitive capacity factor.
