Foreign experience of public participation in counteraction against crime: law enforcement and victimological aspects

The article is devoted to the analysis of the existing practice of involving public in counteraction against crime primarily in the USA, Great Britain and Germany. The study of the experience of these states is becoming increasingly important, as the use of foreign developments in this field can be very effective for modern practice of prevention and suppression of crime in Russia. Judging by the data of foreign criminologists, the modern practice of attracting the society to counteract crime is developing in two main directions. First, it is public participation in the so-called law enforcement counteraction within the framework of the protection of the public order. Second, it is victimological direction, which consists in attracting citizens to participate in programs to protect potential victims and assist to persons which already were victimized by crimes.
