Protection of motherhood and childhood, the family as the state family policy element

In modern conditions of strengthening the Russian statehood, the social function of the state, the implementation by state and municipal authorities of measures aimed at the effective protection of the rights and freedoms of citizens is of great importance. In this regard, national social policy as a system of interrelated means and institutions in the context of creating conditions that ensure a decent life and free human development is a priority area of state activity. In turn, the institution of protection of motherhood and childhood, the family, enshrined in the Constitution of the Russian Federation, Russian legislation, occupies a special place in the content of the state social policy of modern Russia. Because of this, the importance of studying these issues, the use of special methodological and general legal means and forms of analysis can be a subject of consideration. State family policy is a promising and complex area of functioning of state bodies, institutions, organizations, institutions of civil society using the principles, means, methods of organizational and legal, informational and ideological, socio-economic nature. At present there is a necessary potential in the content of the legal activities of state and public structures; the national legislation and legal practice are used to an appropriate extent. Non-state structures take an active part in guaranteeing family values and provisions. The activities of the President of the Russian Federation and the Government of the Russian Federation are of great importance in the development of state family policy. It is important to take into account the relationship of the institution of protection of motherhood and childhood, family, welfare state, family policy with other main categories: constitutional system, rule of law, constitutional law and order, secular state, harmonious development of civil society.
