Public health of a region within the coordinates of the sustainable development goals

In this article, the issues of public health as an indicator of the quality of life and the most important criterion of the labor resources of society are examined. The importance of developing public health in the context of achieving the Sustainable Development Goals by the Russian Federation is determined. It is reasoned that there is a necessity of creating a Ranking of public health among the regions of Russia, which would reflect the state and qualitative changes in terms of physical, social and mental health, what involves conducting a set of studies. At the initial stage of the study, the results of which are presented in this article, a framework analysis of the availability of healthcare services in the regions of the Ural Federal District has been conducted based on data over the 2016-2020 period. The ranking of the availability of healthcare services has made it possible to identify not only positive trends in the improvement of the majority of the indicators characterizing the availability of healthcare services depending on income, budget financing of current and capital expenditures on healthcare, but also to identify strong imbalances. Based on the obtained results, further areas of research are outlined regarding the formation of a ranking reflecting the achievement of the third Sustainable Development Goal, which is Ensuring Healthy Lives and Promoting Well-being for All at All Ages for Russian regions, for further improvement of the healthcare system.
