"Green" financing for the sustainable development of civil water transport

The article presents the results of a study of the causes of man-made disasters on civil water transport vessels. Having studied the dynamics and nature of accidents from 2010 to 2019, the authors determined that the main reasons for them were the physical and moral wear and tear of ships and equipment, crew errors in the operation of the ship and its equipment, as well as the "human factor", which combines dishonesty, breaking the rules and laws, etc. The conclusions following from the results of the analysis, generalization, and comparisons allow us to conclude that it is possible to reduce man-made disasters in civil water transport and ensure its sustainable development. However, the debatable problem is the financing of a set of proposed measures, which is proposed to be solved through the issuance of "green" bonds, in which Russia already has experience. The authors believe that the organization of state and corporate project financing for the sustainable and environmentally friendly functioning of water transport, sustainable planning and land management of ports and port infrastructure, as well as renewable energy for ships and ensuring the operation of their equipment will make it possible to compensate for this need now, and in the future will provide integration of the Russian financial market into the world one.
