In this article, the ideas of the transformation of the zemstvo self-government of Russia are considered, two approaches to the preparation of the zemstvo reform and its representatives are analyzed. During the development of zemstvo reform, questions arise about the inviolability of the autocracy and whether it is worth giving local affairs to the zemstvos, insignificant for the government? The article analyzes the struggle between the intertwining approaches of P.A. Valuev and N.A. Milyutin, as well as the correspondence of P.A. Valuyev and M.N. Katkov on the role of zemstvo in the system of public administration of the Russian Empire.
