The government district commissars (zemskie nachalniki) and a world of peasants: regional specific features (on Povolj'e and Southern Ural's documents)

This article have devoted to analyze the government district commissars (zemskie nachalniki) relations with a world of peasants (on Povolj'e and Southern Ural's documents). There have been shown common problems in institute of the government district commissars and its specific features caused by territorial position, national structure and regional economy. The most important attention is taken to relations of a government and Muslim's population of this region.
