Non-public railway transport: ways of development

The article deals with the actual problems of the functioning of non-public railway transport, which is an equal participant in the transportation process. At the same time, state regulation of the development of public and non-public railway transport remains unbalanced. The stages of the formation of state policy in this area and the activities of self-regulatory organizations that unite various participants in the transport market are analyzed. The results achieved recently: a new edition of the PTE, changes in the Technical Regulations of the Customs Union TR CU 001/2011, the development of digital services.
