Housing policy of Germany: history and contemporaneity

Introduction: in article the history of development of the construction right of Germany mediating housing policy of this state is considered. Purpose: the author considers different types of housing policy (corporate, municipal, state) as an element of social policy of the state within a question of formation of the social state in Germany for XIX, XX centuries and history of development of the construction right in this state. Methods: methods dialectic, the comparative analysis, historical and legal are used. Results: The housing policy of Germany is presented first of all by such branch of administrative law as construction. It is revealed that the German construction right developed from practical needs of building of the cities and requirements of the population. Theoretical works and projects became a source of development of this branch of public law of Germany. The first practical steps in development of norms of the construction right were taken by architects, doctors, and only then the norms developed in the course of practice were represented by politicians at the legislative level. The first act of nation-wide value testifying to allocation of this branch of the right appears in 1887. From this point the construction right starts developing. Socio-political activity of the population, epidemic, war were the factors promoting formation of the construction right. At the present stage of development of housing policy of Germany the construction right acts as the instrument of achievement of a social compromise and safety to what state programs testify. Conclusions: The housing policy of Germany as an element of social policy for the last hundred twenty years has systematic, systematic character. At different historical stages problems of housing policy, but not its purpose change: if at the end of the XIX century. provision of housing needing was such task, today is a development of quality of certain districts of the city. The invariable purpose of housing policy of Germany is achievement of a social consent and balance.
