The article substantiates the necessity of the holistic approach to managing of the region economic and living space development, taking into account their causations. Two sources of spatial self-development - democratization of interbudget relations and establishment of a viable information and communication infrastructure in municipal areas on the example of the Republic of Buryatia are justified.
