Zigzags of Russian agricultural policy: the unaccomplished agrarian reform

The article examines the bill of N.N. Kutler, which takes into account not only the interests of the nobility but partly the interests of peasants. This bill provided a partial land acquisition for buy-backing of the semi-feudal farms, strictly preserving crop productive farms.
