The Importance and Challenges of Implementing Technology Export Promotion Policies in the Russian Federation

The study examines the significance of technology export promotion policies in the Russian Federation, highlighting the challenges encountered in their implementation. Export promotion policies, particularly those targeting processed products, are indicative of a nation’s economic competitiveness on the international stage. However, these policies also function as subtle mechanisms for regulating geopolitical and geoeconomic matters. In recent decades, their role as a tool for advancing political interests through influence on specific nations has intensified, underscoring the interconnectedness of economic and political objectives. While Russia is actively striving to stimulate technology exports, a structural analysis reveals unresolved issues pertaining to export customs procedures, valueadded tax (VAT) refunds, and an aging transport and logistics infrastructure. Overcoming these impediments is crucial for the sustained development of exports in the context of importsubstituting industrial development.
