Any kind of practical activity can be considered as the process of preparation, adoption and implementation of decisions. A general definition is the solution is given in the Great Soviet Encyclopedia: "Decision is one of the essential moments of volitional action, consisting in the choice of target actions and ways of its implementation. Volitional action involves a preliminary sense of purpose and means of action, prior to the actual action, mental discussion of the reasons that speak for or against its implementation, etc., This process ends with a decision". It goes without saying that the decision in the criminal process should be considered as a product of deliberate human activity. An important role in making correct and timely procedural decisions plays the identity of the person making the decision, the totality of social qualities and individual properties which it possesses.
