Significance of the pre-revolutionary legal scholars for the rule-of-law state formation

The article investigates the possibility of using the legacy of pre-revolutionary Russian legal scholars for improvement of the legal system in this country. As an example the author analyses the contribution of the 19 th century scientist M.N. Kapustin to the science of “the International law”
