This article examines the significance of the Magna Carta. Opinions differ on this historical document. Some historians consider the Charter the first step of medieval society on the path of democracy, a document that proclaimed the inviolability of natural human rights and tried to consolidate these rights. Another part of historians, gives a more moderate assessment of this document. Such historians as: D. M. Petrushevsky and V. V. Stockmar, believe that the charter was greatly overestimated in its time and did not fulfill the tasks assigned to it, it provided real fullness of rights only to the upper class of the English state - large feudal lords and clergy.
