Introduction. The first part of a separate study, which precedes the proposed publication, is devoted to the substantiation of the author's technology and paradigm of "adaptive learning". What are the prospects of its implementation in a wide pedagogical practice? What does the demand for innovation-oriented pedagogical experience by mass education depend on? The aim is to find an answer to these questions in the context of globalization and nationally oriented trends of society development. Results and Discussion. The three-level "elitization" model of specialists' training is substantiated. The first level is determined by the most advanced technological and social innovations. The second level is a "serving" level, which feeds the first one as a result of "selection" of talents. The third level is determined by less demanding qualification characteristics of a specialist, correlated with secondary vocational education, as well as the tasks of applied bachelor degree. Preservation of national interests is connected with national elite educational institutions - their presence, the ability of their relatively isolated existence as producers of new knowledge, as well as the corresponding significant influence on global processes.
