Adaptive of state regulation of the research labor markets of the EAEU countries

A theoretical model of state regulation of the research labor market has been developed. The model takes into account the institutional specifics of state regulation of the research labor market. An adaptive mechanism of state regulation of the national research labor markets of the EAEU countries has also been developed, which includes the formulation of goals and objectives, criteria for the effectiveness of state regulation of this market, additional instruments of state regulation, etc. This mechanism adapts to the existing model and does not contradict it. It is a system of measures to eliminate the institutional traps of state regulation of national research labor markets of the EAEU countries. The emphasis is placed on the fact that improving the quality of the institutional environment of both the national research labor markets of the EAEU countries and the common re-search labor market of the EAEU is possible by introducing points on regulating the research labor market in national employment programs in each EAEU member state, as well as in supranational program documents of the EAEU. These points should concern, first of all, improving the functioning of the common market of research labor of the EAEU, as well as contribute to the mutual benefit of the EAEU countries from the migration of researchers.
