The concept of administrative responsibility in the current "Code of the Russian Federation on Administrative Offenses" dated December 30, 2001, No. 195-FZ is not legally enshrined, since administrative responsibility is determined through an administrative offense, that is, an unlawful, guilty action (inaction) of a natural or legal person. From the whole variety of definitions of administrative responsibility that scientists cite, it follows that administrative responsibility is a legal mechanism by which the state, as a regulator of public relations, protects the legitimate interests of citizens and legal entities from the misconduct of offenders, without reimbursing the victims for property damage incurred in as a result of an administrative offense.
