Administrative cases in courts of general jurisdiction: features of proceedings and their place in the system of procedural law

The article examines the essence and key features of administrative cases considered by courts of general jurisdiction, as well as the procedure for their resolution under the Code of Administrative Procedure of the Russian Federation (CAS RF). The paper highlights the main categories of cases within the jurisdiction of these courts and emphasizes the specific aspects of their consideration, including the redistribution of the burden of proof and the active role of the court in establishing the facts. Special attention is paid to the academic debate on the procedural status of cases involving administrative offenses and their place within the overall system of judicial proceedings. The study formulates conclusions regarding the significance of administrative proceedings as an independent branch of procedural law and stresses the necessity of further legislative development to eliminate existing gaps and contradictions.
