Administrative supervision of road safety in Russia and foreign countries: problems and solutions

The number of administrative offenses in the field of road traffic in Russia has acquired a threatening character, both for an individual and for society as a whole, posing a threat to national security. One of the significant reasons is an increase in violations of traffic rules, and, as a consequence, an increase in road traffic accidents, the number of deaths and injuries on Russian roads. These circumstances make it necessary to improve the national administrative supervision of road safety, to identify the causes and conditions that give rise to a significant number of these types of offenses, to determine new directions of administrative and legal regulation. The target direction of administrative supervision is the provision by authorized state bodies of the required level of personal security in the direction of the inviolability of the rights of citizens to life and health protected by law from encroachments associated with violation of the Road Traffic Rules. Defining the fundamental vectors of modernization of administrative supervision over road safety within the framework of national law, the author focuses on the study of statistical data and positive foreign experience.
