Административный штат в современных вузах: анализ международного опыта

Реформирование системы российского высшего образования направлено на повышение качества вузов и изменение их роли в развитии науки и экономики страны. Предполагается кардинальная смена принципов оценки академической деятельности и повышение ответственности руководства вузов за качество предоставляемых услуг. Ряд вузов получил особый статус, некоторые были объединены, происходит смена высшего руководящего состава в неэффективных вузах, изменяется система финансирования академической деятельности. Все это приведет в конечном счете к необходимости пересмотра функций и задач административного персонала, а также его структуры. В российской литературе эта проблема в полной мере не освещена. В зарубежной научной литературе интерес к проблеме эффективной администрации существует уже давно, и вопрос о целесообразности увеличения штата и расходов на него ставился не раз. В настоящей работе проанализированы основные тенденции, связанные с изменением административного штата в высших учебных заведениях зарубежных стран. Мы описываем динамику численности академического и административного состава, динамику объема административных затрат в общей структуре расходов вуза, качественные изменения в функционале административного штата в последние годы, делаем систематизацию основных теоретических объяснений существующих процессов.
