The African Charter on Human and Peoples' Rights recognizes a significant number of rights and freedoms. It lays the foundations of the African human rights protection system. This document is the first African text in the field of human rights. In this article, we will focus exclusively on the position of African leaders after independence regarding the proposal to adopt a regional human rights document and try to explain why Africa waited so long before, like Europe and America, showing interest in human rights at the regional level? Is such a "delay" due to objective reasons specific to the circumstances or realities of the African continent, or was it simply the result of the lack of interest of Africans in this issue?
