Human security agenda: Ideological basis and development in the context of Canadian foreign policy

In accordance with the bases of liberal internationalism, the political moral community can be extended beyond the boundaries of the national state. The presence of the moral dimension is inherent to foreign policy, including a foreign political agenda of human security. The concept of human security takes the individual and society in which he/she lives as a frame of reference being opposed to the classical concept of national security, whose frame of reference is the state and its territory. It is a less theoretically based approach, more a political practice. In the Canadian agenda of human security, which is based in the tradition of Canadian foreign policy, there have been incorporated core values of Canadian society, with a goal of their projection on the international politics. It is focused on the prevention of violent conflicts and transition to democracy and it is based on the principles of liberal democracy, in accordance with the political philosophy of liberal internationalism. Although the Canadian approach to human security has been affirmed in the international politics, the effects of this agenda in practice do not correspond fully with the projected goals.
