The author examines the evolution of views on the agrarian question and government policy at different stages of the development of Russian statehood. He identifies such components of the agrarian question as issues of land ownership, food security and the human dimension of agrarian development. From Ancient Rus to the present day, despite the dramatic changes in the economy and society, peasant traditions remain stable. According to the author, they manifested themselves during the period of colonization of new lands in the 18th-19th centuries, and during the period of industrialization of agriculture in the 1930s, and in the subsequent period of Soviet history. In modern conditions, the formulation of the agrarian question is associated with the solution to the problem of sustainable supply of the population with domestic agricultural production by the forces of the direct producer, that is, the peasantry.
