Updating the Issue of Victimization of Administrative Offenses and Victimology of Administrative Delinquency

The article analyzes the main approaches to understanding the relationship between victimology and criminology, the presence of which indicates that there is currently an active search for answers to the question of the place of victimology in the system of scientific knowledge. It is shown that the categorical apparatus and methods of victimology are gradually "going" beyond criminology and spreading to related branches, including administrative tortology, as a result of which an independent direction is being formed - the victimology of administrative tort. Groups of victim situations preceding administrative offenses with victims are identified. The theoretical foundations for expanding victimology to administrative tort are outlined. Victimological components of administrative tortology are considered. It is concluded that the extension of victimology to administrative tortology enriches the methods of preventing administrative offenses and crimes, and contributes to increasing the feasibility of the principle of social justice for persons who have suffered not only from crimes, but also from “non-criminal” attacks, such as administrative offenses.
