Current problems of real estate indices development and application for individual and mass valuation of real estate

The article discusses aspects of the development of real estate market indices (IRN) and their application for individual, mass and state cadastral valuation of real estate (SCV). To calculate the IRI, it is proposed to use the methodology of discrete spatial-parametric modeling (DSPM) of the real estate market, developed by G.M. Sternik and S.G. Sternik, based on cluster analysis combined with big data and neural network analysis tools. The authors conclude that in order to apply the methodology for monitoring the IRI for SCV, it is advisable to organize training for specialists of regional state budgetary institutions on the basis of an expert group of the federal level to provide information and methodological support and uniformity of the application of the model throughout the Russian Federation. According to the authors, the further direction of work of the federal expert group in the context of the digitalization of the real estate market should be the automation of the collection and processing of market information, the construction and training of a specialized neural network for monitoring estate market indices based on DSPM, and the use of institutionally fixed artificial intelligence for individual and mass appraisal of real estate (including SCV).
